Whats wrong with partitioning in Windows?

Created a NTFS partition in Linux – Windows do not recognize it. Created FAT32 partition in Linux – Windows do not recognize it. Recreated NTFS partition in Windows, Windows changed also the EXT2 partition to NTFS without even asking (usually they ask about every crap). Recreated FAT32 partition in Windows – Windows deleted the whole disk all other partitions. Installed Windows on a disk with existing partitions and told the installer to install Windows into a particular partition. Windows 7 installer decided to delete the whole disk and make its own partition schema. OMG.

GOAL: Flash Disk. 2 partitions. 1st EXT2, 2nd FAT32. GO.

[EDIT]: Ha, found out. There is some kind of a bit. By default windows do recognize only first partition on removable drives. See: http://www.ghacks.net/2009/04/17/partition-usb-flash-drives/. Now I am wondering why did it work in the first place and not in the second…
